Can I send the proposal to a client as it is?

Not as it is — delete the guidance comments first, which is one action in Word and in Google Docs. After that it is your document and you can send it under your own name and branding.

Is the fees section a payment-terms clause?

No. It states the fee, the schedule and what triggers each invoice, in plain language. It is not drafted as an enforceable term and has not been reviewed by a lawyer anywhere.

Does it handle retainers as well as project work?

The fees section has a retainer variant with guidance on scoping a monthly commitment. The rest of the structure is written for defined-scope engagements and needs trimming for open-ended work.

How long is a typical finished proposal from this?

The worked example runs to five pages. The structure supports more, but the guidance argues consistently for less — the exclusions list is the section worth expanding, not the approach.
