Yes. Edit the Markdown or rebuild the layout, use it in your own client work, and hand the result to a client. The one thing the licence rules out is reselling or republishing it as a downloadable file of your own.
Partly. Repositories, environment variables, DNS and third-party service accounts are all on the list. Deployment procedures, infrastructure teardown and data migration are not — those are specific to a stack.
